No 2020 dates have been announced yet.
Every now and then, Miami-Dade County gives away free trees in a program they call Adopt-A-Tree, which provides two free trees a year per household. Pre-registration form here.
In addition, Neat Streets Miami is trying to achieve a goal of planting a million trees in Miami by 2020 with its Million Trees Miami campaign in the hopes of achieving 30 percent canopy in Miami-Dade County.

You can also exchange old shower heads for high-efficiency shower heads and up to three heavily used regular light bulbs for compact fluorescent light bulbs for free while supplies last.

The free trees are for all Miami Dade residents? or only Homestead residents?

They are for all Miami-Dade residents. You have to provide ID and proof that you own a home or proof that your landlord wants a tree planted.
